Job Description

We are currently recruiting experienced Senior HSE Executive on behalf of a major international Oil Company

Location: Gabon   Offshore

Start Date:  01/08/2019

Duration:  31/12/2019

 

Malaysia KL  . Engineering and Contracting Phase: DEC 18-MARC19

      ▪ 1 Senior Drill Eng.

      ▪ 1 Senior Well Test Eng.

      ▪ 1 Drilling Spdt

Move to Gabon at the end of engineering

 

Gabon Pre-Ops Phase:  APRIL19-JUNE 19

     ▪ 1 Senior Fluids Eng/Fluid Superintendent

     ▪ 1 Logistic Spdt.  French speaking mandatory for this position

 

Gabon . OPS phase JULY19-NOV 19

     ▪ 2 HSE Officer (back to back = 4) Onshore + Offshore

     ▪ 2 Day drilling Supervisor + 2 Night Drilling Supervisor

     ▪ 2 Material Coord.

 

All technical positions MUST have DeepWater + West Africa experiences

Drilling depth = 2800M of water. Deepest well ever for Petronas

Drillship Unit. Lot of salt formation. No HP/HT

 

JOB DETAILS

  1. i) Responsible for HSE related matters throughout the drilling campaign.
  2. ii) Lead and drive the development and implementation of annual HSE plan and initiatives for PCGUSA and align with EP HSE Strategies and Objectives taking into consideration of managing the past and impending risks associated to business activities towards achieving world class oil and gas drilling company to safeguard the people, environment, assets, and reputation and to maintain and improve the health, welfare and safety of all Company employees.

iii) Lead the implementation of systems and processes whereby HSE risks can be quantified and effects managed so that incident frequencies can be measured, managed and minimized. iv) Produce HSE documents required for drilling campaign i.e Bridging document, Journey Management Plan, ECC, etc.

  1. v) Produce HSE end of report for drilling campaign.
  2. vi) Ensure compliance to HSE processes.

vii) Facilitates and advises divisional and department management on a range of measures, techniques and methodologies including HAZOP, QRA, Hazard and Effect Management Process (HEMPs), PRA, Bow tie analysis, Safety Case, etc.

viii) Implements a tracking system to ensure that problems are tracked and followed up. Ensures that all preliminary investigations are immediately carried out and reports submitted in time.

  1. ix) Direct definition and implementation of environmental managements systems and processes so that the impact of Drilling’s activities on the environment can be managed and minimized. Ensure Gabon’s Environmental policies are adhered (example EIA are in place) and are being followed, and produce report post drilling campaign. Work with Procurement, government agencies and other 3rd parties to develop EIA if required.
  2. x) Lead and drive the implementation of systems and processes governing the activities of contracted parties so that the health & safety and the impact on the environment are not adversely affected by drilling activities.
  3. xi) Lead and drive the improvement of HSE performance through the formulation and implementation of intervention plan based on analysis of HSE incident, assurance findings, lessons learnt, technical studies as well as benchmarking with industry performance to achieve world class HSE performance.

xii) Lead and drive HSEMS and technical assurance planning and execution based on risk based approach through effective recommendations and advice to management and business heads to ensure effectiveness of the organization’s governance, risk and control framework analysis in ensuring governance compliance and safe operation.

xiii) Establish and drive an effective emergency management and response capabilities for drilling project and work over wells through effective engagement with project heads and authorities, as well as regular exercises conducted and achieved emergency response to intervention at the highest levels of preparedness and professionalism to safeguard the people, environment, assets, reputation and confidence of COMPANY.

 

REQUIREMENTS

*Good English proficiency and able to communicate with local.

*Possess Qualified Safety & Health Officer certification or equivalent.

*Possess valid HUET/EBS certification.

*Pleasant personality and able to interact with local.

*Minimum of ten (10) years in HSE for Oil and Gas field.

*Minimum three (3) years of experience as Senior HSE Executive or HSE Officer onshore for drilling operations. 

This job will be on Resident basis
